David Anhalt, co-chair of the Hosted Payload Alliance (HPA) is our featured speaker.  The HPA is a satellite industry alliance formed to increase awareness of the benefits of hosted government payloads on commercial satellites. The U.S. National Space Policy published in 2010 calls for an increasing role for commercial space to meet government requirements. It also explicitly directs the use of non-traditional options for the acquisition of space goods and services, and cites hosted payloads as one of these non-traditional options. The policy notes that public-private partnerships with the commercial space industry can offer timely, cost-effective options to fill government requirements.

HPA Goals

1. Serve as a bridge between government and private industry to foster open communication between potential users and providers of hosted payload capabilities.
2. Build awareness of the benefits to be realized from hosted payloads on commercial satellites.
3. Provide a forum for discussions, ranging from policy to specific missions, related to acquisition and operation of hosted payloads.
4. Act as a source of subject-matter expertise to educate stakeholders in industry and government.

Mr Anhalt is Vice President of U.S. Government Solutions for Space Systems/Loral (SS/L).  Mr. Anhalt has more than 35 years of industry experience in systems engineering, weapon acquisition, and strategic planning. Prior to joining SS/L, Mr. Anhalt spent seven years at Orbital Sciences Corporation where he directed a portfolio of national security space programs. In that role he conceived, captured, and managed the Commercially Hosted Infrared Payload (CHIRP) flight test demonstration scheduled for launch in 2011 to evaluate modern wide-field-of-view staring sensors for missile warning. CHIRP is the largest unsolicited proposal ever awarded on a sole source basis in the history of the Air Force Space and Missile Systems Center and is the U.S. Government’s first experiment hosting a military payload on a foreign owned commercial spacecraft.

Colonel David A. Oct 28, 2011 - Lt. Gen. Ellen M. Pawlikowski

Lt. Gen. Ellen M. Pawlikowski is the Commander, Space and Missile Systems Center, Air

Force Space Command, Los Angeles Air Force Base, Calif. She is responsible for more than 5,000 employees nationwide and an annual budget of $10 billion. As the Air Force Program Executive Officer for Space, General Pawlikowski manages the research, design, development, acquisition, and sustainment of satellites and the associated command and control systems. Her extensive portfolio includes military satellite communication, missile warning, navigation and timing, space-based weather, space launch and test ranges, certification for launch, space superiority, responsive space and other emerging evolutionary space programs.

Mr. David W. Madden, a member of the Senior Executive Service, is the Director, Military Satellite Communications (MILSATCOM) Systems Wing, Space and Missile Systems Center, Air Force Space Command, Los Angeles Air Force Base, California. He is responsible for acquiring, deploying, and sustaining the $40B MILSATCOM portfolio of programs which consists of ACAT I and II programs including the Defense Satellite Communications System (DSCS), Milstar, Global Broadcast Service (GBS), the Wideband Global SATCOM (WGS), the Advanced EHF (AEHF) program, the Enhanced Polar System (EPS), the Command and Control System-Consolidated (CCS-C), and associated Terminals programs.
